I think it is definitely personal loyalty.  I would not/could not be loyal to an organization if its Mission and Values do not mirror or are closely similar to my personal beliefs and values.

To clear the point every organisation has key players like CEO , GM ete whatever you call it . Ideally there should not any differences between the mission of the organization and the activities of the top guns in achieving the goal . But when it comes to value and preferences these key players more often than not desire that people with or under them should more  be personally loyal to them in order to create power centre .

In many occasions it is seen if the people are not personally loyal they may not get what they deserve in terms of service previleige  and on the other side  some body  climbs up faster as reward of the of the personal loyalty .

Now should one only concentrate on generic tasks or needs a ladder also?

In the ideal world there would be no favoritism because the values and motives of the bosses will be in line with those of the organization.  There is nothing wrong with being loyal to your team members, including a boss, when the goal is to do the best job you can.  But that loyalty cannot supercede the good of the organization and should not be to detriment of others within the organization.

Sycophants suck!
